11. The Council of Ministers may, during the stipulated period, review the order passed by it, at his discretion or on application submitted for review by the person who is under investigation.
12. The Council of Ministers may pass any of the following decisions in reviewing the matter:-

(a) Confirming the original order passed;

(b) Amending the original order passed;

(c) Causing re-examination by an appropriate Body.

13. The decision of the Council of Ministers shall be final and conclusive
